1. Introduction

The First International Young Scholars’ Forum on Marine Economy in China (Zhejiang) Pilot Free Trade Zone will be held 10-12 April 2019 in Zhejiang Zhoushan Archipelago New Area. The forum is meant to serve as a platform of academic exchanges and bring together young talents from China and overseas to present their studies, share ideas, identify collaboration opportunities, and pitch projects. The Forum will feature discussions of frontier research topics and enhance cooperation across a broad range of fields; it is dedicated to attracting talented people to Zhoushan to start their businesses and contribute to Zhoushan’s development by giving them a thorough introduction of the local business environment and innovation promotion policies.

A shining pearl on the coast of the East China Sea, Zhoushan’s development is inextricably linked to the ocean. It is the fourth state-level new area in China, and the first of such to focus primarily on marine economy, and one of the third batch of state-level pilot free trade zones.

4.Who do we invite

（1）People holding a doctorate degree from a prestigious overseas university and no more than 40 years old (those who are extraordinarily excellent are not subject to such restrictions).

（2）People who worked abroad after obtaining a doctorate degree (it refers to people with formal teaching or research positions in top international universities, scientific research institutions or companies, including postdoctoral and entrepreneurial experiences).

（3）People standing out among peers or with remarkable research or entrepreneurship achievements or with great potential in their field of study.

5.About the organizers

（1）Zhejiang Ocean University is a teaching and research university co-established by the State Oceanic Administration and Zhejiang Provincial People’s Government. The university offers instruction in science, agronomy, engineering, management, economics, literature, history and pedagogy. It has 2 Provincial First-class Class-A disciplines and 7 Class-B disciplines. It has 9 Level-1 Master’s Degree Disciplines in marine science, aquatic products, naval and marine engineering, oil and gas engineering, food science and engineering, agriculture and forestry economic management, mechanical engineering, mathematics, and hydraulic engineering and 5 Professional Master's Degree Disciplines  including engineering, agriculture, education, tourism management, and pharmacy. The university has the right to grant the equivalent academic master’s degree. Undergraduates select from 48 majors, including 2 national specialty majors and 21 provincial construction majors. The university is organized into 10 schools and research institutions including Marine Fisheries Research Institute of Zhejiang. In addition, there is one independent college - Donghai Science and Technology. There are 9 double employed academicians and 45 persons who are selected from the National “Ten Thousand talents Plan”, National “Million and Ten Million Talents Project” and “New Century Talent Supporting Project” by the Ministry of Education, and the winners of the National Science Fund for Distinguished Young Scholars and the State Council special allowance. In addition, there are 99 selected from the provincial Qianjiang scholars rogram and the provincial 151 Talent Project”. There are 9 provincial teaching and science and technology innovation teams.

（2）Ocean College of Zhejiang University (Zhoushan Campus) is the first specialty campus established by Zhejiang University out of Hangzhou covering undergraduate, postgraduate and doctorate education. The college is organized into 3 departments (marine science and technology, ocean engineering, marine information), 9 research institutes (marine geology and resources, marine chemistry and environment, marine biology and pharmacology, physical oceanography and remote sensing, ocean engineering and technology, port waterway and offshore engineering, marine structures and naval architecture engineering, marine sensor technology and network, marine electronics and intelligent systems) and a Maritime Logistics and Free Trade Islands Research Center. In addition, there are Ocean Academy, Zhejiang University and Advanced Technology Research Institute of Zhejiang University (Zhoushan Ocean College). As of December 2018, there are 4 double employed academicians and 17 full-time teachers who are selected by the National “Million and Ten Million Talents Project” and Special Term Professor of Chang Jiang Scholars, and the winners of the National Science Fund for Distinguished Young Scholars and provincial experts. Full-time teachers have excellent education related structure and full of vitality. There are 37 teachers who are under age 35, accounting for 34%, 46 teachers who have obtained overseas doctoral degrees, accounting for 42% and 62 teacher who have overseas background, accounting for 56%。

（3）China (Zhoushan) Ocean Science City is located in Zhoushan Archipelago New Area, Zhejiang Province and serves as the local marine science and technology innovation center. It undertakes the incubation and industrialization functions of marine high-tech industries, gathers marine science and technology innovation resources, cultivates sea-related scientific and technical talents, and supports the transformation of traditional industries and the development of emerging industries in the New Area. Ocean Science City plans the overall spatial arrangement of “One Core, Two Zones and More Spots”. Its core area is about 12.3 square kilometers, with the “Great Yongdong and Science and Innovation Park” Zones as the core and covering the whole Zhoushan Archipelago New Area. Among them, the Science and Innovation Park Zone of 0.6 square kilometers has been listed in the southern part of China (Zhejiang) Pilot Free Trade Zone. Ocean Science City focus on the constructions of River-ocean Combined Transportation Service Center and “Smart Ocean” to develop the high-technology industry. It aims to found five theme industrial parks -- Naval Architecture and Marine Engineering Technology Service Industrial Park, Maritime Communications Industrial Park, Marine Big Date Industrial Park, Marine E-commerce Industrial Park and Marine Cultural and Creative Industrial Park, and high-technology industries covering environmental protection, new energy resources, new materials, biological medicine, electronic information, etc.. At present, there are more than 400 scientific and technological enterprises gathering here, such as China State Shipbuilding Corporation Limited, Jialan Ocean Electronics Corporation Limited, and Zhongxin Maritime Satellite Communication Corporation Limited.

6. Participation

After receiving the formal invitation letter, the invitees will book their own air tickets or tickets, and the sponsor will provide subsidies for round-trip travel (2,000 RMB/person in China, 3,500 RMB/person in Asian countries and regions, 7,000 RMB/person in other countries and regions, the tickets and vouchers are valid on February 20,2019 and after). The accommodation of forum will be arranged by the organizers.
