海洋学院外国留学生奖学金——研究生项目申请办法

浙江大学海洋学院是一所专业型、研究型学院。依托浙江大学办学综合优势，以“高起点、强辐射、可持续、国际化”为发展理念，努力建设完善海洋学科知识创新、人才培养和技术转移体系，致力成为“西太平洋海洋科教基地”。

“海洋学院外国留学生奖学金——研究生项目”系海洋学院设立的来华留学生奖学金项目，旨在为海外优秀青年来华攻读海洋及相关专业的硕士或博士学位提供资助，加强各国间的国际海洋合作与交流，促进区域海洋和谐发展。浙江大学海洋学院对外交流与合作部负责该项奖学金的招生录取和日常管理工作。

一、 招生对象

（一）申请人须为非中国籍公民，身体健康；

（二）申请人须申请与海洋相关专业的研究生学位；

（三）从事海洋及相关行业的人员将被优先考虑。

二、 申请人学历和年龄要求

（一）申请攻读硕士学位者，须具有学士学位，年龄一般不超过 40周岁；

（二）申请攻读博士学位者，须具有硕士学位，年龄一般不超过 45周岁。

三、 招生类别及奖学金期限

（一）硕士研究生：学习年限2-3年，奖学金期限2-3 年；

（二）博士研究生：学习年限3-4年，奖学金期限3-4年；

（三）奖学金期限为录取时确定的学习年限，原则上不予延长。

四、 奖学金内容和标准

博士研究生：35,000元人民币/年，硕士研究生：30,000元人民币/年；

注：

1、 奖学金获得者来校后，首年奖学金将于入学后1个月内一次性发放；奖学金生未请假而不按时到校注册、非健康原因离校或者旷课，时间超过一个月者，停发当年的奖学金；

2、 奖学金生因怀孕或患严重疾病需休学者，应回国生产或休养，回国旅费自理；经学校批准休学者，享受奖学金资格最长可保留一年，但休学期间停发奖学金。奖学金生因其他原因休学者，其享受奖学金的资格不予保留；

五、 申请途径和申请时间

申请人直接向浙江大学海洋学院提出申请，递交或邮寄纸质申请材料至浙江大学海洋学院对外交流与合作部，并请在信封上注明“海洋学院留学生奖学金申请”。

申请截止时间：2016年7月15日，以在截止日期内收到纸质申请材料为准。

六、 申请材料

（一）《海洋学院留学生奖学金申请表》（用中文或英文填写）

（二）《浙江大学留学生入学申请表》（点此进入）（用中文或英文填写）

通过浙江大学留学生招生报名系统填写和提交电子报名信息，并打印《浙江大学留学生入学申请表》，本人签名并贴照片。

（三）个人普通护照复印件。

（四）浙江大学教授接收外国留学生意向表（如有）。

鼓励申请人提前自行联系我校海洋学院相关专业导师。如导师同意接收，请将导师出具的接收意向表随同申请材料一起递交。

（五）经过公证的最高学历证明。中英文以外文本需附经公证的中文或英文的译本。

（六）学习成绩单。中英文以外文本须附经公证的中文或英文的译本。

（七）来华学习或研究计划。申请人必须提交用中文或英文书写的来华学习或研究计划。

（八）推荐信。须提交两名教授或副教授的推荐信，用中文或英文书写。

（九）《外国人体格检查表》。请提交复印件，原件自行保留。申请人应严格按照《外国人体格检查表》中要求的项目进行检查，缺项、未贴本人照片或无医师和医院签字盖章的检查表无效。

无论录取与否，以上申请材料均不退还。

七、 奖学金录取

（一）海洋学院组成评审组，综合学业成绩、科研成果和导师意见，从申请者中择优选拔，最终确定奖学金获得者名单，并发布；

（二）海洋学院在每年7月30日前将奖学金获得者的《奖学金通知书》寄送学生本人；

（三）奖学金获得者来华后原则上不得申请变更《奖学金通知书》上确定的学习专业及学习年限。

八、奖学金年度评审

（一）海洋学院对奖学金生的学习成绩、学习态度、考勤情况、行为表现、奖惩等情况进行综合评审；

（二）奖学金评审合格者，方有资格享受下一学年奖学金。评审不合格者，则被中止或取消下一学年的奖学金资格；

（三）被中止奖学金的学生可继续在校自费学习，如希望恢复奖学金资格，可参加下一学年的奖学金年度评审，评审合格后，亦可申请恢复奖学金资格；

（四）被取消奖学金资格者，不能申请恢复当年奖学金资格；

Ocean College International Student Scholarship

The Ocean College of Zhejiang University is a research intensive institute for ocean study. Taking the eminent comprehensive advantages of Zhejiang University, Ocean College is striving to develop into a high level sustainable and international education and research base for the West Pacific.

Ocean College International Student Scholarship is a collegiate scholarship funded by Ocean College for the purpose of providing financial support to outstanding students from the foreign countries or regions to study in China for a master’s or doctoral degree in oceanography or other related specialties, cultivating advanced professionals of the related fields for developing countries, enhancing international marine cooperation and exchange, and promoting the harmonious ocean development in the region and around the world. The International Office of Ocean College is in charge of the admissions and routine management of the Scholarship.

I. Enrollment Candidates

i. The applicant should be a citizen of non-Chinese nationality in good health.

ii. The applicant must apply for the postgraduate program of ocean-related specialties.

iii. Any applicant who is currently engaged in oceanographic and relevant sectors will be given high priority.

II. Eligibility

i. The applicant for master’s degree studies is required to have a bachelor’s degree and be usually under the age of 40.

ii. The applicant for doctoral degree studies is required to have a master’s degree and be usually under the age of 45.

III. Duration of the Scholarship

i. Candidates for master’s degree: 2-3 years of study with the Scholarship

ii. Candidates for doctoral degree: 3-4 years of study with the Scholarship

iii.The duration of the Scholarship will be defined upon the student’s admission to the university, and will not be extended in principle.

IV. Scholarship funding details

Scholarship: RMB35,000 per year for doctoral students, and RMB30,000 per year for master’s students

Notes:

i. The first year scholarship is to be granted in full within one month after the date of entrance. As for those who are late for the registration or stay away from the school without any formality of asking for absence for a time longer than one month, the scholarship for that year shall be cancelled.

ii. Those who have to suspend their program because of pregnancy or severe disease must return to their own country for delivery or recovery, and the travel must be at their own expense. Those who have been approved by the school authority to suspend their program, their qualification for the Scholarship may extend for no longer than one year and the scholarship will stop during the suspension. But those who suspend their program on other excuses will be disqualified from the scholarship.

V. Application time and channels

Applicants should apply to Ocean College of Zhejiang University directly and submit the application materials to the International Office of Ocean College of Zhejiang University by post or in person.

Note: The envelope of application package should be marked “Application for Ocean College International Student Scholarship”

Application deadline: July 15, 2016. The application materials submitted by email will not be accepted.

Log on Zhejiang University’s International Students Online Application System, fill in and submit application form, then print out the application form and sign.

iii. Photocopy of Passport

iv．Form for Provisional Acceptance of International Student by ZJU Professor, (if applicable)

Applicants are encouraged to contact their prospective supervisors in Ocean College of Zhejiang University prior to application and are expected to enclose in their application package with the Form for Provisional Acceptance of International Student by ZJU Professor.

v. Highest degree certificate, which must be original documents or notarized copies. Certificates in languages other than Chinese or English must be accompanied by notarized translation in Chinese or English.

vi. Academic transcripts, which must be original documents or notarized copies. Transcripts in languages other than Chinese or English must be accompanied by notarized translations in Chinese or English.

vii. The applicant’s study or research plan in China (in Chinese or English)

viii. Two letters of recommendation in Chinese or English by Professors or associate Professors

ix. Photocopy of Foreigner Physical Examination Form

The original copy should be kept by the applicant. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid.

Application materials will NOT be returned regardless of the result of the application.

VII. Scholarship admissions

i. Ocean College of Zhejiang University will organize a panel of reviewers to screen the candidates for the scholarship on the basis of the candidates’ academic performance and achievements and their supervisors’ opinions. The final list of the scholarship awardees will be publicly announced.

ii. Ocean College of Zhejiang University will mail the Admission Notice to the scholarship awardees by July 30.

iii. In principle the Scholarship student is not allowed to change subject and duration of study pre-defined on the Admission Notice.

VIII. Annual review of the Scholarship

i. Ocean College of Zhejiang University will carry out a comprehensive annual review of the scholarship students’ academic performance, attitude towards study, attendance records, behavior, rewards and punishments etc.

ii. Scholarship students must pass the review to qualify themselves for next year’s scholarship funding. Those who fail the review may have their scholarship suspended or terminated next year.

iii. Those whose scholarship have been suspended may continue their study at the university at their own expense, and if they wish to recover eligibility of receiving the scholarship, they may attend the review next year and, upon passing the review, apply for the continuity of the Scholarship.

iv. Those whose scholarships have been officially terminated are not eligible to apply for recovery of the Scholarship of that year.
